Black, Middle Eastern people subjected to more use Ottawa police force, report reveals

A new report revealed that Black and Middle Eastern individuals were more frequently subjected to use of physical force by officers of the Ottawa Police Service in 2022.

Chief of Police, Ottawa Police Service submitted the report to the Ottawa Police Services Board on Monday through the paperwork that officers are supposed to file for the incidents in which they used force.
 
It is found that the Ottawa Police officers used force against a total of 284 individuals in 2022. 
 
It was found that Black individuals, who represent about 8 per cent of Ottawa's population, accounted for approximately 25 per cent of those on whom the Ottawa Police Service used force. Remarkably, this rate is over three times higher than their representation in the population. 

The report highlighted that such use of force often occurred in response to incidents involving weapons, which constituted nearly a quarter of the cases involving Black individuals.

Similarly, people of Middle Eastern descent, who make up 6 per cent of Ottawa's population, were disproportionately affected, representing 10 per cent of the use-of-force incidents. In 2022, 28 individuals from this group experienced forceful encounters with the police.
 
Ottawa police began collecting race-based data in 2020. Since then, the numbers have periodically shown that the law enforcement officers have used force more against one group of people as compared to others.
 
While Black and Middle-Eastern individuals were more likely to receive use of force, the report also stated that there was an overall decline of such incidents in 2022. In totality, such incidents have dropped to 42 per cent in 2022 from 48 per cent in 2020.
